Welcome to HOPAS
In order to cater to the growing demands for skilled and unskilled Labour, technicians, IT professionals, engineers and doctors in foreign countries,especially in the Gulf. It was decided by the Government of Haryana to set up an Overseas Placement Bureau in the Department of Employment.  Hon’ble Chief Minister, Haryana announced the launching of Overseas Placement Bureau on 1-July-2006 atreadmore.. Sonepat. This Bureau functions under the aegis of a Society, Haryana Overseas Placement Assistance Society (HOPAS), with its registered office at Panchkula. This Society has been promoted by the Govt. of Haryana with the prime objective of assisting the youth of the State in overseas employment and has been registered under the Societies Registration Act, 1860. The Society has obtained the Certificate of Registration as a Recruiting Agent, under The Emigration Act, 1983, from the Ministry of Overseas Indian Affairs for overseas placements. For the functioning of this Society, an Overseas Placement Committee with delegated authority of the Government was constituted on 5.10.2005, which is competent to exercise all powers on behalf of the Government in this regard. The committee approved the constitution of the Society. All the services being provided by the Bureau are free of any charges.
The Bureau has setup a Migrants’ Resource Centre (MRC) on 1.9.2010 at its Panchkula office with the help of Ministry of Overseas Indian Affairs (MOIA), New Delhi and International Organization for Migration (IOM), New Delhi. Any person desirous to go abroad is able to get the information about that country through this MRC. These services are being provided free of any charges. The Bureau has got one BSNL national toll free number also installed viz 18001802038 for this purpose. This MRC has been set up to check illegal migration.
